There comes a point where we need to stop just pulling people out of the river. We need to go upstream and find out why they’re falling in.
What it means
This is another way of saying that problems should be tackled from their sources. If you are facing a problem, the best approach for addressing it is to dig down to the source of the problem, and then fix it from there. Otherwise the underlying issue keeps coming back.
